The practical answer

Save the approved payroll controls, exact tested file, actual SSA acknowledgment and subsequent processing history as a connected set of versioned records.

A W-2 file is easier to defend and repair when payroll can identify exactly what was uploaded and what SSA did with it. This guide covers evidence for an original EFW2 submission. It uses current SSA upload guidance, whose published tutorial contains older screen-year labels, so follow the live service for year selection.

Build a chain from payroll to the transmitted file

Start with the approved payroll population and totals, then link the export, mapping version, generated EFW2 file and validation result. Each link should identify a specific version. File names such as final.txt are weak identifiers when someone later regenerates the same name.

Record byte size and an internal checksum where practical. Preserve the exact uncompressed file even if transmission uses a ZIP. The original payroll control should be independent of the file's generated total records. Together, these artifacts explain what was intended, what was generated and why the file was considered ready. They cannot, by themselves, establish that SSA received it.

Capture the actual upload receipt

The SSA wage file upload tutorial explains that a file passing preliminary upload checks is submitted automatically and receives a Wage File Identifier, or WFID. Save or print the acknowledgment of receipt and retain the submission time, filename, WFID and displayed counts.

Match the receipt with the intended file and employer inventory. The electronic filing handbook tells filers to compare file size and W-2/W-2c and W-3/W-3c counts against the original file. If the displayed information differs, investigate through SSA's current support route. Do not attach a nearby receipt merely because its date is correct; several uploads can occur in one session.

Preserve processing outcomes after the receipt

Preliminary upload success does not guarantee successful later processing. SSA's tutorial warns that some conditions can cause a later rejection. Keep a status history with the WFID, any version number, observation time, actual status text and the related notice or report.

When a resubmission notice arrives, connect the repaired file and subsequent result to the original WFID and notice. Follow the notice and current SSA instructions for the resubmission route. Do not treat resubmitting a rejected file as the same operation as correcting a previously processed wage report. The evidence packet should make the reason for every additional transmission visible without reconstructing it from email subject lines.

Use an index with a worked example

In this fictional example, payroll approved 84 W-2 records across two employer reports. An engineer generated version 3, tested it, and handed it to the submitter. The index below deliberately leaves the WFID as a field to populate from the real receipt rather than presenting a fabricated SSA identifier.

If someone later regenerates version 4, the version 3 receipt remains attached to version 3. A newer local file does not retroactively change a past submission.

Resolve missing receipts without creating duplicates

When a browser disconnects, first check the submission status service for the transfer. SSA's handbook describes this recovery step. Record the searched receipt year, WFID if known, date range and result. A payroll tax year and SSA receipt year are separate search attributes.

If the submission exists, save the available evidence and reconcile it. If no submission is found, follow current SSA instructions before uploading again. Ask an outside provider for the actual receipt and status record, not a statement that the batch was sent. Keep an evidence gap open until the underlying event is established. Reuploading solely to obtain a prettier screenshot can create a reporting problem.

Make the packet retrievable and appropriately restricted

The packet contains payroll and identity data, so store detailed files in the restricted payroll repository and share an index with narrower access when possible. Verify that a backup staff member can retrieve the relevant documents without borrowing the submitter's sign-in credentials.

Use the employer's retention policy together with applicable federal requirements. The IRS Publication 15 generally requires employment tax records for at least four years. Identify any longer applicable requirement before setting deletion dates. Keep employee delivery and state-filing evidence as separately identified obligations; an SSA file packet alone does not establish their completion.

Record the retention review separately from the upload date. A packet may include documents with different retention triggers, and a later correction can create additional records that need their own review.

Common questions

Is the AccuWage report proof of filing?

No. AccuWage tests formatting before filing. Keep the actual SSA upload acknowledgment and WFID as submission evidence, then preserve processing outcomes. A test report answers a different question from a receipt.

Does an upload success screen end the review?

No. SSA warns that additional checks can produce a later rejection. Save the success receipt, then assign responsibility for status monitoring and any notice requiring repair or resubmission.

What if the provider only supplies a spreadsheet?

Ask for the actual submission acknowledgment and subsequent status evidence tied to the employers and employee counts. A spreadsheet can organize the packet, but a provider's internal sent flag does not substitute for agency evidence.

Should I save passwords with the packet?

No. Preserve file and submission references, not sign-in secrets. Arrange authorized backup access through the current SSA process. A departing employee's password is not a durable evidence-retrieval plan.

Can the packet use masked identifiers?

The index can usually use internal keys and masked identifiers. Preserve the actual filed data securely where authorized staff can retrieve it. A fully masked summary alone may be insufficient to reconstruct which employee record was filed.
